If you want to start Fallout 2 with sfall in Wine on Ubuntu/Linux, you have to go to 'winecfg' and set the DLL override for "ddraw" to "(native,builtin)", or use WINEDLLOVERRIDES="ddraw=n,b" to run Fallout 2 from the command line.
